What is the red X icon?

Occasionally, units on the game map will receive an icon above them showing three infantry guys in line witha big red X above them. What exactly does this icon represent?

I'm guessing that it has to do with cohesion, but I'd like to know for sure.

It is the merge/intercept icon.
You get it when you drag a force over another on a different region.
They will merge (if friendly) or try to intercept (if enemy)
