Yet another newb question.....

At times when I hover the mouse over an army I have in a fort or depot, I notice on the tooltip it may say that a unit is not at full strength (e.g. New Hampshire Provincials (21/35)), but the unit is at maximum cohesion and is fully manned. Are there other factors that influence this number? Would it be better if I posted a screenshot of an example?

Hi

That means that the unit can is missing sone or more element form his potential full strength. Maybe they lose the element on a battle or they begun the scenario understrength (pretty common).
If you have replacements of the type needed (inf, cav...) and the unit is on a big enough town (can't rememberer the exact level right now... 3 or more maybe?) or a depot they eventually will regain the missing element (you will get a message on the log about it) and reach his real top power (35/35 in your example).
