Can someone tell me what exactly happened here?
Around 5500 Yankee troops armed with 17.000 rifles and producing 9700 POWs?

A bit late to explain but something like:
'Sir, what should we focus on in our struggle for Independence'
A) Guns! (+10 WS, Food riot events activated)
B) Butter! (+3 NM, -10% WS Production, Food Riot Events Deactivated)
And so on and so on.
While I am in a creative mood, a 'Select Guns' option would also be cool, a la Forge of Freedom.
Select Weapons for 1st South Carolina Brigade (3 different build options)
A) Muskets (Cheap, Bad combat stats)
B) Minie Rifle (Average)
C) Some of them expensive Brit guns, Yeehaw! (Cost more WS + loads of cash, better stats, requires +40 Foreign Intervention, makes Blockade running more interesting)

17.000 rifles means in game term 17 War supply captured. As your enemy lost guns, he lost quite a lot of war supply using units, so this explain the result. It is a game ... war material is expressed in thousands of rifles in the report, but only to add flavor. In reality you are gaining war supply, not rifles.
