Spies

I guess it's a tribute to the intricacies of this game that I still need to ask questions after a decent amount of hours logged playing it. Decided to play the CSA for the first time and in Dec '62 I get a spy named Belle (or something like that). Now I always ignored Pinkerton, it turns out to my detriment, so I'd like to use this asset - but how? The description says a master spy provides detection benefits to, "The commander of the Department that the force is in" or words to that effect. Can someone translate this for me?

As a quick aside, I thought 1.09e increased the allowable divisions of Union and CSA to 60/30 respectively. My last campaign as the Union showed 60 on the division info screen; but since loading up the 1962 CSA campaign, that screen shows 23. Problem with my files?

Lastly, as the CSA, I sure have a lot of Cherokee units - what do I do with them? I suppose send them north and northeast and tear up every rail line I can get away with - will that cause Athena to choke with paralysis?

lol choke!....well she certainly wont choke...I prefer the direct approach n just knock out DC, destroying her morale, but sadly in PvP no one seems dumb enough here to not realize their in mortal danger with Jackson sitting so close to D.C.
But the spy thing looks fun...especially in PvP when maybe you cant get a good scope n line of fire on my stack anymore?
