Reinforcement strangeness

In my recent campaign, playing the CSA, I was besieging St.Louis with one division for one turn. Stance is defend/defend and withdraw.

Most of the rest of Missouri is under my control, including Rolla, Springfield, Lexington and other cities even north of the river, resulting in the state appearing under my control in the loyalty tab.

Now the strangeness : I purchase 2 units of artillery in the state to reinforce. Next turn, they appear together with the besieging army in St.Louis, locked in red with eta about 40 days ! Not inside the city, but outside, next to my army, building in St.Louis which is about the only city I didn't own in the state..

Sure enough, next turn the besieging army sallies, and my brand new arties get destroyed during the attack. a good 50k and plenty of WS and not a shot fired in anger.. what a waste.

What could have triggered that event? I mean, what designates where new units get built and why on earth did the AI chose to build in the uncertainty of the St. Louis countryside rather the safety of one of the safer cities I held, is beyond my grasp..

any ideas?

It happens where there is no valid location. For artillery you must own a city which is producing war supply. If not, it picks one at random. It seems the production AI saw St Louis region owned by you, as you controlled everything but the city.

Perhaps then the best thing would be to assign the location based on unsieged ws producing towns and not the regions where these towns are?

I checked the code and it seems bugless, at a glance. I would need the turn and the backup1 folder, with the region name where the artillery appeared erroneously please.
