Promoting Generals

I'm familiar with the fact that generals need to be exposed to combat to get promoted.

I've been sending general after general into combat in '61 and only Adms Foote and Farragut have qualified for promotion.

McClellan is seniority 1 and has combat experience and yet I cannot promote him.

Someone posted something about using the bracketed seniority rating vs the non-bracketed to keep track of promotability but none of my generals has had his seniority change despite having participated in multiple combats.

Any help would be appreciated as I would like to promote some Army and Corps commanders.

There are two constraints to be promotable:

1. "hard coded" constraint, ie the database should allow the general to be promotable (this can be modded though...). Check in the element detail (misnamed unit detail ;) ) if you see 'Is Promotable = Yes'.

2. The general must have gained 4 seniority ranks (= he must have climbed 4 points in the scale, so the seniority value has diminished). The original seniority is between brackets. The current one is outside brackets.
OR he must have a seniority of 1 or 2.

McClellan will anyway get promoted by an historical event, but for the rest these 2 rules should help you understand the why or why not of the situation.
