No, but my first balloon, in two of my games, has arrived in Norfolk, which is interesting as the city is controlled by the Confederacy. However, setting the balloon on evade and plotting a course for Washington, the unit has always made it intact. I do not know if this is any help for Florida.

Running v1.11a

First Union Balloon appears in Norfolk a turn after the city has already fallen to the Confederates. I wondered if it was possibly before the "Northern Evacuation of the Port" event. Any thoughts? (Strong wind answers don't count )
