Requisitions and draft unsuccesful

So I put a requisition in a city, the countryside or whatever and it always fails. Same with draft.

But yeah, try any of the campaigns and it always fails whereever you put the decisions. I have 100% reproduction rate with the release version.

There are no support or help to improve subfora in WSS yet. And the AARs is locked!

I'm seeing the same thing as to requisitions: unsuccessful every time.

Albeit, it's a very limited sample, but a 100% failure across the board does strike me as it's either being broken or the success chances are so small that it makes that option useless.

EDIT: I took a closer look at my game log and saw that one of the ten requisition decisions I made the previous turn was successful. So, it's not broken, but it does look like the failure chances are much higher than success. Considering the negative consequences of that decision- loss of VP, development, and loyalty- it doesn't look like it's worth the risk of bothering with it when its failure chances are so high.

We altered the Draft and Requisitions decisions to grandly increase their success chances. Take the enclosed files here and copy-past them into the folder: WSS/GameData/RgnDecisions
