Building Railroads in Swamps

I'm playing a PON game as Russia. It's late 1850. The game will not allow me to build railroads in swamps and mountain regions. I can build railroads everywhere else.

Why is this?

Is there some technology that needs to be researched first?

I think its simply that there is a cost premium for very poor terrain which doesn't show in the tooltip. If its any help, by 1859 I have rails running through swamps and mountains (as Russia) but they were more expensive to build than in easier terrain

I think now you are correct.

A few turns ago I was able to build a railroad in a swamp (in Russia). This turn I was not able to; I believe there was a message of insufficient resources. I have just barely enough Capital to build in an open region.

Perhaps I had much more Capital on that prior turn when I was able to build it.
