I don't know if they aren't present in the Russian army as a whole, but identifiably Polish formations don't show up in the detailed OOB's of the Russian army in 1914 that I've looked at (pace JTS East Prussia 1914).
I'm hardly an authority on the Russian army in this period, but there was this little thing called the Time of Troubles back in the 17th century when Polish hussars kept riding into Moscow to impose Catholicism and the Pretender of the month at lance point. With a history like that it's no wonder the Russians were uncomfortable with anything that could lead to a resurgence of Polish national identity.
