Develop Territory. WAD?

The game says developing territory increases loyalty in a region by 10%. I've used the card a couple of dozen times as Prussia, but it has not once increased loyalty. Is that a bug? Or am I missing something?

There are issues in the current version and it don't work reliably, we are fixing that for the first patch which is coming soon. We will provide files for people not wanting to wait too much though :)

Another issue (or might be WAD) is that you can use it everywhere, so I could use it to make a 90 rich province into a 100 rich province, just as well as turning a 50 province into a 60. Is this WAD ?

as long as you control the region, yes you can develop any region.

Good, thanks guys, I was used to CWII were you can only economically developp lesse developped regions.

I must say I think the RGD works better here than in CWII : the fact that you NEED to play some RGDs to function (requisitionning horses, sending runners, etc.) or to be able to make some type of peace settlement (get loyalty up so you can annex a territory) is a nice departure from CWII were I hardly used them.

If you just don't want to wait, here is a fix to this decision, add it to NGC\GameData\Rgndecisions (but unzip it before, you should get a warning about replacing a file if you are in the right spot)

The game manual states: "Can only be used if the development level is under 25". However, currently it can be used on ANY development level region e.g. you can make Paris go from 90 to 100 develop. level.

Also the decision card for "build redoubt" has the cost in "dollars" it should be "pounds".

Love the game... playing in MP as France... a lot of fun!!
