War plan alignment bonus not applied correctly

In a recent TEAW game I selected as war plans
German Moltke Plan (+10 % Austrian alignment)
Austro-Hungarian Kaiser Plan (-20 % Austrian alignment)

Yet, Austria starts at 80 % alignment, not 90 %. It seems the German plan bonus is not applied, propably because when its effects are applied Austria is already at 100 %? Is this as intended?

You are correct, the German event is firing first followed by the Austrian one. Since alignment can't go above 100%, the German one has no effect in this case.

Not really intended, but a side effect of game mechanics.

Perhaps a fix is to have war plan choices that cause a positive shift instead create a RGD.

For example, Germany chooses Moltke Plan, which creates an RGD for the CP to play next turn (only) which effects a +10 to Austrian alignment.

Negative shifts would take place normally and immediately.

That would ensure players can get the full impact of any positive shifts.

I think the easiest would be to script a check in Austrian plan:

If Moltke plan has ben selected, Austrian Kaiser plan gets -10% alignment instead of -20%.
