Can't enter KY

hey, i've got an easy question wich im not sure how to disable it.
i started a full campagne and after proceeding some turns i noticed that i'am not able to enter KY :P,....
so how am i able to enter this staate?, and do i have to restart the game to get KY into play?

There will be an event or an option before you can enter Kentucky. Kentucky was at first "neutral" and came later. Must wait until the second half of 1861 before it can be, that they join union or csa. Should be WAD.

im about to end turn september 1861, and i didnt have any message/event about KY,...maybe i still have to be patient?!

sry, there is an option wich i didnt saw in the goverment decision F6,....so i'am able to enter KY if i decide too. Great!!!
