Rebels in my areas

I can no longer build troops in Japan as all my home areas are at 20%/80% Japanese to rebels. I have reduced my taxes to 0 and have marsal law in effect. Yet these numbers are not changing. I am using the latest beta 1.04r2

Any suggestions on how to fix this or do I start over?

What is the time frame in your game? Is it right before the 1868 revolution?

It is late 1861 so I thought it was too early for that to have an impact or is it more random? The US Civil War started in 1859

It's too early for that. Something else is driving the problem.

accepting that this is not specific to Japan (I've never palyed Japan so not sure) then you need to consider the basic standard responses:

a) first check you are supplying the basics, esp food and common goods. Use the F4 screen and the tooltip on the 4th row in a given column - this will give you a quick idea if you are supplying enough. If you aren't, open the 'B' screen and take the tooltip from the top right hand side. That will give you a strong hint what you need more of - so try and trade or build to improve supply
b) send in military police (by choice), cavalry otherwise to provinces with high miltancy (both have high 'police' values)
c) keep playing the reform and development cards
d) look to see if there are any techs in your research queue that may help - if so prioritise them

If the problem is persistent, a corrective script might be in order. It is too early for the "rebels" to start appearing. At least they should not be in all provinces.
