Command Penalty

During FIW scenario, I have six Provincial units stacked and the tooltip shows each has a command cost of one and there is a 30% penalty. OK so far. When I add a two-star general to the group, the command cost is 24 and there is a 35% penalty. How can the command cost shoot up like that? Is it a colonial-regular army thing? The general has a movement penalty, but no other icons.

Your general is English (Red background) while your troops are Colonials (Orange background) => Huge malus.

Yep. Same thing happens in the ARW scenario with German troops under British commanders (but having just one German officer in the stack seems to make it go away) and I suspect with French/American troops under American/French commanders (but I haven't played that far, yet).
