Leaders promoted to Division Stat reduction

I started noticing that almost all my non-generic leaders (have something besides a 3-1-1 rating) get there stats reduced when given Division command. I thought the reductions were random and only when they were actually promoted. Since most of my leaders like Couch, Sedgewick, and Reynolds actually ended up worse than generic ones (who don't seem to get changed by division assignment) I thought I would see if someone could clarify the rules affecting this. Specifically:

Is it random? So far all mine of decreased, for example, Reynolds when from being a 4-3-3 to a 2-1-2 leader.

Does any of the game status like Morale or Victory Points change the odds or amount they change? (The person I am playing indicated he hadn't seen such decreases and of course he is winning. :p leure :) .

When does the game cause decreases and, hopefully, increases? When assigned a command like division, Corps, Army? When promoted?

When you give a general divisional command, his stats drop till you pay the administrative cost of forming a division, i.e. usually till the next round (unless you're overspending and are unale to pay that cost).
