Emancipation Proclamation?

Just wondering, what is the effect on USA National Morale and the loyalty of regions in slave states controlled by the USA of making the Emancipation Proclamation?

And what are the conditions to make it? Does the USA have to win a military victory first?

To give you the courtesy of a reply:

* I haven't played a tremendous amount of this game, but have played a lot recently.

* To my mind, EP is a no-brainer. When you get to Sept 62, it will be listed as a red clickable Message. Go to the Politics tab, also.

* In essence, you get a semi-decent increase in NM and VPs. I don't recall any listed or scripted downside to it.

* I haven't checked Loyalties before and after.

* You'll also get 'Colored Recruitment' in the Drafts tab at some point. That costs 7 VP per turn, regardless of any actual recruitment. You'll see additional 'Colored' brigades available in Reinforcements.

* AFAIK, all ColBdes are 2 Inf Regmt Bdes. Great for garrisons! (I usually raise "heavy" brigades for front line troops).

None condition is required, it appears automatically in september 62, even if you have lost battle after battle.

When you activate this political option, you win 150 victory points, 5 moral points, increase your conscript pool by 12% with the black troops and increase the number of regiments you can form in the northern states due to the black manpower.

I haven't seen any change on loyalty when using this option.

IIRC, the loyalty of the borderstates (KY; MD, MO) goes down a bit after the proclamation

It looks like your NM has to be 80 or above to fire event when September comes.
Morale increases in NY PA MidAtlantic and West, drops in KY TN MD MO VA and DeepSouth SouthEast.
