Against AI: strict turns or WEGO?

Just a question. I'm looking for the strongest, smartest AI the game can give. Is the AI optimized for the strict turn order option or the more fluid WEGO style of play? This is for a full-war campaign.

The more fluid WEGO system gives a more challenging AI because it does not have to optimize the order of activations as with the advanced mode.

Also, play the 2 players GC. ;)
