Pick and choose the best from the beginning..or flood the game with 12lb guns and watch them upgrade?..follow up..how long does it take for them to upgrade?

1. Depends on strategy.
2. Generally within 6 months. Sometimes much sooner. If flooding it is possible to stay defensive, and use the upgrades to form front line "attack" divisions.

It really depends on the situation. My personal strategy as either side is to buy lots of cavalry, militia, and cheap artillery to start. The cavalry wreaks havoc and keeps the enemy occupied while everything else gets organized. YMMV.
