Inactive while PC moves

Hello all,

I have a question/concern that I hope someone can address.

While playing the Grand Campaign as the Union I have noticed that I sit inactive for several turns while the PC is able to move in multiple locations. I assumed this was due to the North having to prepare for war while the South was given a "head start".

I then switched sides to see how the South starts and found the exact same condition. In fact, the main Union army came down and took Fredricksburg while I was bring my units up to full strength. Not to mention the flood of troops taking cities on the western theater.

I can live with the fact that the South is give a "head start" as they were the ones who opened up the war, but I should be given that same chance when playing as the South instead of that advantage going to the North.

There is no difference at all between the AI and the human setup.
You both have the same units/stacks locked for the some time.
Recheck it and you will see :)

As you say, some forces being locked for some turns because of historical reasons. Some are ever locked forever (unless attacked).
For example the USA will have some quite big immobile garrisons in their main cities, specially Washington as the USA government considered it very important.
Check he tooltip over each locked force and you will see how many turns it will remain locked or if its locked until attacked.
