Blockading

What do I need to do to blockade a port?
For example, at Norfolk the tooltip says that the harbor has two exit points - Hampton Roads and James Estuary.
So are these two regions the only ones I need to blockade to blockade Norfolk?
Or do I need to blockade Cape Henry too, which touches Norfolk region but is not listed as a harbor exit point?

Oh, and one more thing - is there any visual clue as to whether a port is being successfully blockaded or not?

Yes. A lock icon appears on the region with the blockaded port in it. As long as you don't see that, there is a coastal waters region left that you haven't blockaded.

If you put ships enough to blockade but you dont get the "blockade icon" that means there is some bonus in the harbour than forces you to put extra ships...

Normally 8 ships are enough, 12 if some defensive bonuses are expected.

The tooltip will correctly indicate the only regions you need to blockade.

Thanks for your answers - the union blockade is now well underway.
I just had a whole blockade fleet sunk at Charleston, though, so I'm staying clear of that trap.
But otherwise the south is hurting.
