Marching to the Sound of the Guns

{I do already know that Corps support each other}--but......
On page 59 in the manual under "Combat in the Field", there is an explanation of "Marching to the Sound of the Guns". I understand the whole paragraph EXCEPT the next to last sentence that says, "You can then use the Army HQ as sort of a reserve, to pack punch in the case of need."
To me, this can mean either of 2 things (or both):
When a Division is combined with the '+' key, sometimes there's extra units or loose units included under that divisions tab. If I make one of those "loose units" an Army HQ, does this mean then that this particular division can be used as a reinforcement that will "march to the sound of the guns", or do they only mean when the Army HQ is combined with a 3-star General to form an Army tab?

The latter. Army stacks will not initiate combat alone, unless pushing into 95-100% enemy controlled territory. However, they do increase the chances of marching to the guns. That makes them a nice reserve corps.

The only time to put an army HQ into a division, is if you have an extra HQ, you have a corps commander that you hope to promote soon, and you have a nice strong division with two empty slots and three or less artillery. I've had all that happen together exactly twice in the past year.

As jabber says, it means the Army stack (or tab as you say) can act as a reserve stack for his corps because when marching to the sound of the guns, the Army stack is faster and have a higher % of supporting.
So if you have some spare brigade, division, batteries... you can put them on the army stack and have higher % they act as support.

On that article I'm wondering it says "all normal movement factors apply." Does that mean forced march enabled helps increase the odds a division will show too? If so it should be added.
