Okay my question is, can this be done? i have many 3 star generals who are promotable and are 1 or 2 serionity and continually fight and win battles that i cant seem to get promoted...does it just take an un-godly amount of wins and experience to get him promoted or can they only make it to 3 stars? has anyone ever promoted a General to 4 stars?

It is just an honorary rank for game purposes. The only ones who recieve it are Cooper (csa) and Scott (usa).
If you are modding, you can set a rank their, but as far as I know in-game it can't be done. (And more particularly isn't really neccessary with a proper command structure.)
4 Star General?

The only Union General of the Army would have to be Grant. President Davis gave this rank to several rebel generals, causing much bickering and envy. T

so does that mean only the rebel generals that president davis promotes to full general via the game event can be promoted to 4 stars or still no one can be promoted that high....cause if so why would in the book it give its command points for a 4 star when the only 4 stars in the game end up getting taken out of the game via game events

Well, they have the points while they are in the game.
But again, I do not believe that you can promote to 4*.

Actually, i've never seen them promoted that high, but Grant, Sherman and Lee are all promotable to 4*. There are 4* models for them in the gamedata.

I think they start that way in the later scenarios.

Its not an option.
It's an improvemnet introduced in the lastest patches.
You just need to upgrade your version of the game to have this and some more improvements.
Which version are you using?? The last official one is 1.09e.
You can download the patch from the forum main screen.

Hi!
AGEOD patch policy is in my opinion one of his bests assets. Their games are improving continually.
They patch a lot, fixing bugs and problems as soon as possible and also adding a lot of new things to the game.
I´m not sure what is your "out of the box" version, but if its previous to 1.08 patch (you can see your version on the right botton corner of the game load screen) you will find A LOT of new things: new buttons and options developed for Napoleon Campaigns game and retrofitted for free to the ACW game, new scenarios, better AI, improved map with more historical railroad net and many many tweaks and improvements.
I recommend you to patch as soon as possible and keep patching as new versions are posted.
Fortunately all the AGEOD's patches are compatible so you can keep playing the same campaign with new patches.
About “readme”, yes as you patch a looong readme doc will installs on your game directory. But I don’t think is available on the forums
If you want to take a look before installing i can attach my readme doc here when i arrive home in a couple of hours (i'm at work now :siffle
Regards!
EDIT: here are all the changes introduced until last official patch (1.09e)

No never but I would like to promote Turner Ashby to 4 Star - The Black Knight in command of all Confedarate Armies.
