So, can admirals actually lead land units in combat? Er, note the location ... this is about as far from water as you can get.

I don't believe so. Remember that the report you show has all units that start in the region (wether they took part in the battle or not). So there was a fleet in the harbor, but they probably didn't do anything during the fight (unless they had been set on bombard).

I doubt that there was a fleet in Denver.

Most likely he was wounded or without a fleet and sitting in the city.

They can move with a stack but they don’t lead them. On the other hand their combat modifiers may apply to a land battle if attacked.
