Cannot create divisions

Hi All,

I'm new to the game and really confused. Installed and patched to 1.15. Have run through the tutorials in game and all seemed fine. Start playing "Coming Fury" scenario and I cannot for the life of me create ANY divisions. At first I assumed it was 'cos I didn't have and HQ's, but I've since learnt that you dont need them any more (things learnt in tutorial have now been thrown out of window).

The tooltip over the form division button says "all of your 0 divisions are on the field and Division formation is not yet enabled for your army" Is this anything to do with it? If so how do I enable it?

Also, one post describing how to make a division using the Fury scenario described Stonewall Jackson as being a 2 star general - not in my game ! He's only a 1 star.
