Question about recruiting units

I am a newbie, and am in my 1st campaign. Sorry if this has been asked already, I am using 1.13b, and have a question about unit recruitment. I know that you must control a strategic town to recruit, but I control Baltimore (as the CSA), and do not see any MD recruits. I see industrialization in MD. Am I doing something wrong? Or did I miss something?
Related question: I have taken Cincinati in OH, and see OH in the industrialization screen but can not recruit there. Is there some trigger to be able to recruit in northern states as the CSA?

Neither side is ever allowed to recruit in the opposing sides states. Even if you control all of it.
It just can't be done.

Then MD is union? I know that historically, the CSA got troops from MD.

However, if playing as the CSA, if you capture Cincinati Ohio ( large city) and place a general with "Recruiting" trait, does that increase your monthy manpower? I understand that we can not buy Ohio units, but doesn't this appear reasonable that it would improve the number of manpower raised each month?

If you play on a bit you will get the Maryland Brigade as a freebie but placed in Virginia, have a look at the freebies you get before you go recruiting - it might help you plan out your recruiting better so that you dont waste resources planning for something you cant do?

By the time you are able to place a CSA commander in a Union city the game will likely be over. If my memory serves me right you only get the one. Field who appears in early 64
At least that is in the April GC

As per bburns wonderful manual, Fields shows up in early January 1864. He is the only CSA recruiter. He does much better for the CSA in New Orleans or maybe Mobile if you have them (some city where you are not getting any recruits). If you capture a town in a union state that give conscripts, then yes you get conscripts from that town.
