As the Union player, how many wagons should I build optimally?

Leeds, it'll all depend on your strategy. Will you have lots of stacks operating in wide areas, perhaps with few supply routes? Will you be building new depots in conquered areas?

Me, I generally build "some", using mostly those I get through reinforcements and suchlike, while also using transports to build riverside and seaside depots :)

Assuming you're talking about the grand campaign, you get lots of them for free, and you shouldn't need them until 1863 at the earliest. Remember that river transports can also function to build depots in place of supply wagons, and they are much cheaper in both money and conscripts This is part of the reason why controlling river routes is a critical. There are few critical areas which are more than 5 regions away from a major river or ocean tile.

You can also invest in industrialization in conquered regions, and optimizing your passive rail/river transport to speed the flow of supplies to your units.
