Question on rangers

As it happens, after more than a year playing the game, only now I noticed that Texan Rangers are a very good bargain , only 5 conscripts and 5 money. I see they are Militia units, I wonder, do they upgrade like militia to some sort of line units?

No, they don't upgrade to regular units.

Best use for them is as very cheap raiders/scouts.
