Ironclads can't leave Boston?

It seems it's ocean there so they can't even sail out. If that's the case why on Earth are there 12 Monitor (CT) available for production? Gullible people like me?

That's ok. Thanks for the info. I'm sufficiently beating my PBEM opponent as is so we'll pretend a bad storm hit or something.
