Replacements, Reinforcements?

I understand that the best mechamism is to keep 10% replacements for each level of units in play............Do these replacements deploy automatically each turn?

Hoe many men does a replacement purchase represent?

Also, I understand how to buy reinforcements, but is there a guide as to how much to spend a turn, year, etc?
