The AI failed to take Norfolk in the opening months, so I transported a large garrison force into the port once I had some spare troops to send in to try and hold onto the place.
When the AI finally got around to attacking Norfolk, it appears the capture Norfolk event triggered even though the AI hadn’t taken the city yet. I guess just entering the area around Norfolk is all that is needed to trigger the event.
The net result is the Union captured the CSS Virginia the next turn as it appeared in a Union controlled city and I still have the Merrimack unit on hand along with an extra frigate that arrived in that same unit as a replacement.
Is there any way to tie the Virginia event to the actual destruction of the Merrimack instead of to confederate troops simply entering the area around Norfolk?
Also it would be nice if somehow the Merrimack unit can be prevented from drawing replacement frigates as there are plenty of other Union frigates around that need them and they aren’t doomed to capture as the Merrimack normally is.
Perhaps simply setting up a fixed confederate force that has Norfolk under siege from the start would help the AI get things going along historical lines. It might also prevent Union reinforcements from appearing in Norfolk as well. I had both a 3 star general and the balloon unit appear in Norfolk which is a bit of a pain if you don’t have any transports handy nearby.
