Gunboats are not appearing

Here are the attached turns. I ordered 4 MO gunboats on turn 6 and another 6 on turn 8 and they are not appearing. I loaded another game and build some in IL and it was fine. This seems to be an issue in MO.

Maybe due to the lack of industrialization of MO ? (new rule - try for instance to build ART in Texas - it will show up in NO)...

USA MO Gunboats should appear in harbors of MO if owned, loyal, free of enemy.

Otherwise, the will appear in harbor of the "Old Northwest"
