I never had a problem to form divisions in my previous games. Now I'm palying a PBEM as the Union, it's 1864, and I'm not able to form a single division. The button is always grey, and the tooltip says all of my 0 divisions are on the field. I've not patched to 1.13 yet, and I'm playing with 1.10d. In the thread about patch 1.13 I read some players have the same problem, and the following answer:

Nothing has been changed regarding Divisional formation in this patch.

Am I doing something wrong, or may be a bug from previous versions of the game?

My point is that I couldn't form any division during my whole 1861-1865 campaign (currently playing May 1864).

If you say I should upgrade to 1.13 before discussing, that's O.K, but when I read in a previous post that the formation division mechanism hasn't changed in the last year, I get the impression it could be an unfixed previous bug.
