Bug: "peaceful" revolts

In the current campaign, with 1.07e and with the Norhern, I have had the message (usual in these cases) "with the help of the local militia, the population of Beaufort revolted and we lost the city".

Till there, everything is normal.

What s not normai is that the city was garrisoned with a cannons battery and a general /the militia had gone exploring to the next department? and was on the way back.

But even if a cannon battery is not enough to garrison a town, then it should have been kicked from the town, but it didn't.

So, the situation now is the town is mine, with my batt and lider inside, and there are rebels outside, the province is controlled 95% by me.
