Regarding Terrain and Field Combat

Does it matter what region you enter another region from when planning an attack?
Say for instance you simply cross the water from Alexandria to Prince Georges in order to attack Washington. Will crossing the waterway create a negative combat modifier?
You can go the long way North one region to Montgomery,Md and then go South East into Price Georges, Md. and be at Washington without crossing any water is why I ask.
Is it worth the extra trek to avoid a negative combat modifier?
