Missing Leader: Charles P. Stone

I think this guy would be a good "what if" leader. He was considered by many of his peers to be one of the best generals in the union army, but Ball's Bluff (where he delegated his authority, and was not present on the field) ruined his career. Can we put him in at least as a 3-1-1 . . . so that with randomization he could turn out either good or bad?

War Service 1861 Inspector General of DC militia, May 1861 Col. of 14th US Infantry, Rockville expedition, May 1861 appointed Brig. Gen. of Volunteers, commanded a brigade in the Shenandoah Valley during the First Bull Run campaign, Ball's Bluff, February 1862 arrested as a scapegoat for Ball's Bluff, released without explanation in August 1862, after nine months posted to the Dept of the Gulf, Port Hudson, Red River campaign, resigned September 1864.
Post War Career Superintendent of mining company, chief of staff in Egyptian army, civil engineer.
Notes Banks, Hooker and Grant all asked for him to be given responsible duties. Buried at West Point.
