Nicknamed "Commissary Banks" by the confederates after they captured huge amounts of supplies from his command. As bad a general as he was slow mover plus a strategic rating of 1 seems far too harsh. Recruited a large number of the men he took with him to New Orleans. His only big accomplishment was the capture of Port Hudson and he took heavy casualties doing that. His political rating should be higher. He managed to command troops for 3 years of failures. He only has an army commander version but started as a division commander. The largest force he ever commanded in the field was about 35,000 men.
