Ships blocking retreat across Rivers

Gents,

I just fought a reb corps in Stafford and saw them retreat to Caroline VA. across the Rappahannock even though I had Farragut and 4 ironclads in the riverzone between the 2 regions. Its a PBEM using 1.09e

A) ships arrived on day2
B) Battle occured day 7
C) Stafford to Fredricksburgh and Staffor to Caroline are both minor river crossings.
D) There were no reb ships in the Rappahannock during the turn.

Should the ships not have prevented this from happening as was planned by USA?

Yes, the ships should prevent this from happening. I seem to remember that this location was a problem for this problem and that it was correct in vers 1.10.

Yeah, Bonham retreated to Bowling Green region just East of Fredricksburg, however he was still in retreat to Fredricksburg (six more days) when I received the turn.
