Effective Raiding or even *gasp* Naval Combat as the CSA

It's mid 1863 and the War of Independance is going quite well for the CSA. The Union is slowly but surely being pushed out of the 13 States.....

Now for some naval action, I've decided to try and destroy (or capture) some Union shipping in the Shipping Box and send 'the raider guy' with around 20 ships (16 or so steam frigates, 4 frigates) into the box.....

Only to not have him sink any shipping (abstracted) or engage the enemy (in a real battle, some minor shots were fired).

What am I doing wrong?

In this box not real combat is allowed. It is then mostly a game of finding the enemy. More smaller stacks are more effective at that, but can get trounced. Forget about the wolfpack tactic :)

Aha! And once again I learn something new..... How do I clear out the box then...... or....... stop supplies flowing to Fort Pickens in Florida?

This also explains why my raiders are doing so well in the Caribbean and never get caught in an open sea battle :)
