Supply,R.R & Steamship Question

In the black and white pop up box ,center screen...is an estimate of my needed railroad and steamship minimum capacitiy required.(playing C.S.A. so no ocean transport)
The more troops I transport by rail and river, each turn, the farther I move away from the stated minimum required. When the troops arrive the total figure grows as more capacity is freed up.
Is this minimum figure the figure that is needed to insure my supplies and ammunition are adequately delivered to all the various cites, forts, depots and so forth? In other words..the more I transport troops by rail and river the less capacity I have for routine supply and ammunition delivery...right?..wrong? And yes I invest as generousluy as circimstances allow to bith rail and river transport each turn.
I'm trying to figure out why some outposts are chronically short of supplies when there are short,clear,unobstructed paths to well supplied cities. Well supplied being a relevant term when playing C.S.A. naturally, as there never seems to be a real abundance at anytime.
Would be ever so helpful if someone would/could confirm or clarify this for me... and of course a big....T.I.A.
