E/R toggle

Im just wondering what the difference is between the "E" and the "R" in this command. I am also assuming, from using it, that this allows you to move through units that have NOT been given orders, correct?

So if I move a unit out of a city, but want it to stay in it's region and just defend/entrench, I click the "S" key on it to skip it when I toggle through units.

That's right. E just takes you back through the order R forward.
