Loyalty and diplomatic changes

I am getting comfortable with most of the aspects of this game. However, one aspect that escapes me is as follows:

Does it make sense to change the loyalty of controlled enemy territory ( for instance WV if you are the CSA) by executing some of the available diplomatic options ( like matrial law, etc)? I have not seen much on this topic in the forum and in the manual. Does anyone have an opinion as to changing loyalty is worth bothering?

Not a necessity as far as I can tell. I think it should be tweaked.
