I ve looked into this event, but hard to find how it launches (cant exactly understand this code).

Seems it depends only on random? I believe a 20% every turn... starting on the very 1st turn? And seems also it affects the same turn CSA & USA?

So Is it posible that the event does not fire at all?

Or there are some "requisites" (i can not see them)--- for instance USA/CSA NM < 95?

You have it right. About a one in four (26.2144%) chance it never fires. USA +1 NM, CSA -3 NM the same turn.
