Either your general is not active, or you don't have enough money/conscripts/ws, or your at the max number of divisions allowes.

Creating a division:
Have your one star General and all brigades you wish to include in the division in a stack.
Select the above stack and go to the second special order button. It should appear as a little tent.
In the second column it is the third button down. If your general is activated and you have the necessary $ and WS, click this button.
Now hold down the CTRL key and select the general along with the brigades you wish to add to the division.
Directly to the right of the create division button there will be a little + button. Click it. All your selected brigades will join the newly created division.

1. Have 10$, 1 Conscript, 5 WS available for each division you plan to form.
2. Click on a stack containing an active leader and the units you want to put in his division. Mouse over the leader for a tooltip. If he can perform offensive actions, then he is active.
3. Select that leader in the units panel. Make sure that leader is the only unit selected.
4. Click on the middle tab of the orders panel (the one with a tent on it).
5. Place the cursor over the third button down on the right (the one with a soldier in front of a tent). If it is grayed out, you should get a tooltip explaining why. If it is not grayed out, click on it.
6. The bar containing the leader's name on the unit should turn silver. He is now a division commander. His ratings will have been lowered temporarily.
7. Hold down the Ctrl key, and select some other units in the stack. The third button down on the left (with a plus sign) will light up. Click it and those units will become part of the general's division. If you do not add units, the division will disappear.
8. When you get to the end of your turn: Select any stack, and mouse over the button to form a division. The tooltip will tell you how many divisions you need to pay for.
9. Now press F2 or F3. Either of these screens will state how many resources you have left. If you have enough resources, end your turn. If not, unspend some, or some (maybe all) of your new division commanders will continue to pay the ratings penalty on the following turn.

haha its ok mate, im much the same! ive been playing this game since october and i still dont know how to form a division... if anything i wait for the game to do it for me
some of you may be thinking that its a wierd thing to encouragem but ive won a few games now and wether i have divisions or not doesnt seem to matter fighting AI or other players over the net. however i guess im just lucky
but yeah dont worry about it mate, the manual is very confusing and it is difficult to get a grasp on all the game has to offer, especially creating divisions
