What is the design reason behind not being able to build forts in provinces without cities?

The probable reason is that bricks and mortar type forts were not built during the war. The forts that were built were earthern wall forts which are represented in game by the entrenchment levels possible with artillery units being present in your stacks. I believe that the highest entrenchment level is nine and I would not want to attack this under any circumstances below a 9-1 advantage.

I definitely agree with your post.

But if you can construct them in a city, why not out of one? If you can take the time to destroy them, why not take the time to build a new one?

I think the cost of them makes the process prohibitive enough that they wouldn't be springing up all over the place. Maybe require the presence of an Engineer unit as well?

I'm not trying to be a bother. I was just curious if there was a programing reason, or something else.

I still believe that the reason for not having fort construction out side of cities is that no bricks and mortar forts were built, but they could have been. Restricting to cities is a compromise. A levle 9 entrenchment is an awesome thing to behold and does not cost you any artillery or supply wagons to build.
