- Don't need to be inside. Its enough to be on a region with a structure.
I think you can gain some strenght on a region without structure, but veeery slowly. But you need level 2 town or more to gain a full element. (all this with the standard atrition setings).
- I don't think they do for land units. But they store some limited supply amounts (good resupplyng points to raiding cavalry on enemy areas).
- Yes its normal. You can build a depot anywhere (but forts only on cities).
