Missouri map error

Just wondering, is it me or is it the wrong flag (Union) in about halv the regions of Missouri? As far as I can see there is an average of about 70% Confederate loyalty in most of the regions so, I guess my conclusion has to be that there exist a map error

I believe the 'flags' represent control, not loyalty....
