Shiloh Campaign: At Start Question

...upon the consolidation and joining of all my forces (as Union) -- am I still supposed to end up with some of them having a penalty. Seems that I can't get the right organization to have all starting the movement at 100% effectiveness.

A 1* general has a CP rating of 2. A division costs 4 CP. Forming a stand alone division will have a 10% penalty. I think this is what you are referring to.

There are three possible solutions:

Use a 2* general to form your division as they have a higher CP rating. This is not really recommended.

Form your divisions into a corps as the corps commander has more than enough CP's to handle 3 or more divisions.

Place another 1* general in your division stack. His two CP's will be added to the division commander's.
