Odd partisan behaviour(s)

As far as the manual (and tooltip) say, the partisan units would burn immediately any stockade or depot belonging to the enemy. This characteristic is in common with indian units which, if i am not mistaken, cannot capture towns but only indian villages.
However, while the "regular" partisan unit (i don't mean the ones spawning after you leave an enemy town ungarrisoned) is locked, and can't move, these partisans are actually raider/partisans and can both move and capture enemy settlements...and here's where the odd thing happens.
The tooltip says they will burn down any depot at once but actually they don't...in fact i had to issue the order manually. Is there a chance to fix this or...at least...to change the tooltip text in next patch?

is he starting a turn in a disloyal region with such depot or stockade?

The turn starts with partisan (can't be a raider bc of the P in the cross in nato symbol) in Quincy which is mine because he captured it singlehandedly during the previous resolution phase.
He didn't destroy the depot there, i had to manually order it to be destroyed.
Such partisans anyway should act like indians imo, unable to conquer a town but able to raid-sabotage-destroy an unguarded depot at once, otherwise they're basically acting as all other units.

Double post due to updated documentation on same issue:
In previous resolution phase, this all-partisan stack failed to intercept a supply cart from USA in the right end region (where the line starts) and so, since their supplies are expiring, i decided to send them to capture the river harbor in order to send them back to MO where i have control and can resupply them.
During this resolution phase, the partisans captured Salem, IL which was undefended, without orders to do so (it just was in the route) then proceeded.

Level 1 town can be captured if I recall well. In truth, I need to check the whole things.

The manual says only 51%+ loyal towns can be recaptured but i suppose there's a bit of misunderstanding between raiders and partisans.
The first ones, i think, are not supposed to capture anything (indians in fact only capture indian villages, properly, as these units were built and handled only within their home territory), the second ones, also aren't supposed to capture anything but the town they auto-spawn into (in fact, they can't be moved at all).
FYI: That partisan unit, in the first SS captured a Lev3 town.
