Game reading my mind

Playing a new game with different settings from first game I played! I get an error after I split Shenendoah force! JJ is getting angered over getting passed over for command of AoP - before I have actually done it - anyone else getting that! Also I cant seem to move AoP by rail untill I have redeployed Bearegard!
